What changes with the reference place?
The birth date, local clock time, and original UTC offset identify a single instant. At that instant, the directions and altitudes of the planets relative to a new horizon depend on the new latitude and longitude. A relocated zodiac chart uses that same instant: geocentric planetary zodiac positions remain fixed while angles and houses can change. This combined view puts the two kinds of location information next to each other.
