Choose the right town, not just the first match
Many settlements share a name. Check the country, region, and coordinates against the birth record before selecting a town. A nearby town can sometimes be a sensible coordinate proxy, but it remains an approximation. Latitude and longitude affect the horizon angles and houses; the displayed name alone is not enough.
Convert a civil clock reading
A recorded local time such as 02:30 is not a UTC instant until a place and date are attached. The time-zone identifier selects a sequence of standard-time and daylight-saving rules. At a spring clock change, some local times never occurred; at an autumn change, some occurred twice. A calculator should surface that ambiguity or gap instead of silently selecting a convenient offset. A numeric UTC offset can be entered when a well-documented source supplies one, but a present-day offset should not be assumed for a historical birth.
Older records need extra care
The IANA time-zone database is designed chiefly around clock agreements since 1970. It includes older information where known, but its own documentation warns that earlier local histories are incomplete. Countries and cities changed civil-time rules, and a birth certificate can itself have rounded or mistaken time. An atlas can resolve a known town name and apply the best available rule; it cannot guarantee a century-old clock was recorded correctly. Keep the original record wording and the calculated UTC conversion side by side when precision matters.
Keep the data trail visible
A chart should show the chosen place, coordinates, local clock time, zone identifier or explicit offset, resulting UTC instant, and any warning about ambiguity. These are checkable inputs, not astrological interpretations. If a city selection or zone is uncertain, compare nearby possibilities before claiming a definite rising sign or house. A date-only record can still support some planet-sign comparisons, but it cannot establish an angle.
