A local angle, not another planet
Earth's rotation continually changes which part of the zodiac meets the eastern horizon. The ecliptic point rising there is called the Ascendant; the opposite point is the Descendant. Because the angle is tied to a specific horizon, two births at the same UTC instant in widely separated places can have different rising signs. The Ascendant does not describe where the Sun was unless the Sun happened to be close to that angle. A chart should show the Ascendant's sign and degree, along with the time, coordinates, and zodiac used.
Why minutes and time zones matter
A small time error moves the horizon angle, sometimes across a sign boundary. The rate is not a universal “one sign every two hours”: sign rising times vary with latitude and the ecliptic's tilt. A civil birth time first has to be converted using the historical clock rule at the place of birth. A modern UTC offset can be wrong for an older date, a daylight-saving transition, or a place whose rules changed. Before drawing meaning from a disputed rising sign, check the birth record, city selection, time-zone conversion, and whether the time was rounded.
Houses and chart rulers
Many house systems take the Ascendant as a starting point. In Whole Sign houses, the whole rising sign becomes the first house; Equal houses begin their first cusp at the Ascendant's exact degree. Quadrant methods divide the chart differently, but still depend on angles tied to time and place. Traditional and modern astrological systems may assign different planetary rulers to a rising sign, so a guide should name the rulership convention it uses. What to do when the hour is unknown
If the birth hour cannot be established, calculate date-based positions and leave the Ascendant, Midheaven, and houses unassigned. A noon sample is a way to display approximate planetary positions, not evidence of a noon birth. Even a recorded hour can have uncertainty if it was remembered rather than documented. Compare nearby times with a sensitivity tool and retain the uncertainty in any interpretation. Astrology can use the rising sign as a symbolic reading device, but it does not establish a measured personality trait.
