An angle is one calculated zodiac degree at a local horizon or meridian. A house is a region defined under a chosen division rule. In some systems each angle forms a house cusp; in Whole Sign, the angle normally lies inside a sign-wide house. That difference matters when comparing a planetary placement.

Check the birth record first
The Ascendant and MC depend on local sidereal time, which depends on the birth clock reading, the historical UTC offset, and birthplace coordinates. The Descendant and IC are opposite their paired angles. A date-only chart can still show many planetary zodiac positions, but it cannot responsibly assign these four angles. A rounded birth hour can move a planet near a house boundary to another house in a recalculation.
