Circulation is not spending for its own sake. It is movement with a named relation: pay, reserve, repair, learn, give, invest, return. Each verb tells the practitioner what the departing money changes.
Sima pays the second courier first because completed labor has priority. She renews the rail pass because it keeps the road open. She reserves tax and insurance because future custody depends upon them. Only then does she choose what may become gift or growth.
This order does not make generosity cold. It makes generosity real enough to survive next month.
